EVENTS PRIOR TO THE CONSTITUTION OF THE TRIBUNAL |

Administrative approval to Stage-I of the Navagam (Bharuch)
Project accorded by Government of Gujarat.

(1) Inauguration of the Project by the then Prime Minister
(Late Pandit Jawaharlal Nehru and commencement of
preliminary works).

Investigation of exact site for building High Navagam
Dam.

- November,
1963
Agreement (Bhopal Agreement) between M.P. and Gujarat
regarding the height of the Navagam Dam arrived at in a
meeting between the Chief Ministers of both the States and
with the Union Minister of Irrigation and Power (Bhopal
Agreement).
The agreement (Bhopal Agreement) envisaged a Navagam Dam
with FRL 425 ft, with its entire benefits to be enjoyed by
the State of Gujarat, a Punasa Dam (Narmada Sagar), with
FRL 850 ft in M.P. with a cost and benefits sharing
formula, and Bargi project with FRL 1365 ft In Stage-I and
FRL (Full Reservoir Level) 1390 ft In Stage-II to be
constructed with a loan assistance of total Rs. 10.00
crores from the Government of Gujarat and Maharashtra.

After
considering the representation of the State of Gujarat,
Rajasthan and Madhya Pradesh, the report was submitted to
the Government of India.The unanimous recommendations of
the committee were interalia:

Water
availability of 28.94 MAF.

Construction
of 12 major dams, namely, Rosra, Basania,Burhner, Bargi,
Chinki, Sitarewa, Barna, Hosangabad, Tawa, Kolar,
Narmadasagar and Omkareshwar (all in Madhya Pradesh) and a
terminal dam at Navagam with height of 500 ft
(3 kilometers from present site).

For
Navagam Project, it recommended :
(1) 300 ft canal to irrigate 46 lakh acres (19 lakh
hectares) of land in Gujarat and Rajasthan.
(2) Power generation with installed capacity 1400
Megawatts.

The
committee also drew up a Master Plan for full utilisation
of water for irrigation and power benefits integrated
development of Narmada Water Resources.
